When Cocoa Emacs 23 is launched from Dock, it doesn't have PATH as specified in bash profile.
To fix this, one need to create ~/.MacOSX/environment.plist file with needed PATH, as described here: http://developer.apple.com/qa/qa2001/qa1067.html
It seems like Carbon Emacs 22 had a fix for this problem.
However, that's not enough. For shells running from inside Emacs to have correct paths, .bashrc need to be like this:

My random notes
By default, Tomcat is already acting as a web server for folders in ''webapps'' dir. This behavior is controlled by the ''default'' servlet which is configured in ''web.xml''. Useful parameters are ''listings'' to produce directory listings and ''readonly'' to enable PUT and DELETE commands.
The goal is to set up secure access to Tomcat server under Windows. We use HTTPS and basic authentication. The latter is pretty safe over HTTPS. This info is taken from [[this page|http://mircwiki.rsna.org/index.php?title=Configuring_Tomcat_to_Support_SSL]] and //Tomcat: The Definitive Guide, 2nd edition// book.
Configuration process consists of the following steps:
